As part of this 11 a.m. service, all first responders are honored at the dedication of a permanent memorial. Present at this dedication is Tim McCarthy, a Police Chief of Orland Park, Illinois, whose name rose to national attention when, as a Secret Service Agent, he sacrificed himself --saving the life of President Ronald Reagan-- in an assassination attempt. Also present are representatives from Police, Fire and Emergency Management departments from throughout Northwest Indiana.
