''There are often people who want to take our picture. Customers, newspaper people, tourists, all of them. They think we look good with our caps, and they think it's funny that we're twins,'' says Anna Mastragalis, leafing through a photo album filled with pictures. Mastragalis, her twin, Helen, and their sister Christine have been selling sweets on Michigan Avenue for about 20 years. Before opening their ''goodies shop,'' as Anna calls it, they worked in their father's dry-cleaning business. Postmodern chic doesn't fly at Boulevard Treats--the store's red-and-white decor is old-fashioned, as are the prices: A scoop of ice cream is 75 cents, a hot dog with relish and mustard, $1.40.
